Session Abstract

In this century, billions of people will strive – one hopes successfully – to overcome poverty, attain a decent standard of living and share the affluence of high-income societies. Humankind as a whole must learn to avoid the systemic risks generated by traditional economic growth as well as misplaced and mismanaged investments. The perspective of green development is crucial if humankind is to deal successfully with the new systemic risks of the 21st century. Unfortunately, due to large uncertainties in disaster sciences, most stakeholders largely ignore the potential financial impact of very large-scale disasters when accounting for their financial and fiscal liabilities. Massive contingent liabilities related to natural disasters, particularly government fiscal liabilities are highly significant and governments at all levels do not have sufficient fiscal funding to finance relief and reconstruction in the case of severe natural disasters. In this session, speakers will focus the risks of the China’s new regional development initiative, i.e., the One Belt One Road Project, the use of commercial insurance as one of potential measures to deal with impacts of extreme events and the role of sciences and technology in DRR.
